Do I need to rent a car for the Great Ocean Road or can I use a tour bus

I want the freedom to stop whenever I want for photos but driving on the left side is a worry is self-driving the only way

Definitely rent a car if you want to stop everywhere and take your time, the views are best when you can pull over, but a good tour is fine if you're nervous about driving on the other side.
